Mrs.Frances Payne;aged 68 years;of 965 Grant street;died Saturday;Aug.13;at 8:30 p.m.in Charleroi-Monessen Hospital;after a short illness. A resident of Monessen for the past 48 years;Mrs.Payne was a member of the Union Baptist Church here. Preceded in death by her husband;William Payne two years ago;she is survived by two sons;Clarence;at home and Milton;of Elizabeth;a daughter;Mrs.Algie (Grace) Link;at home;two sisters;Ottie Fore;of Gladys;Va.and Mrs. Lennie Franklin;of Lynchburg;Va.;three brothers;Thomas and George Mickle;of Ruftburg;Va.and Callie Mickle;of Monessen. Twelve grandchildren also survive. Friends will be received at the Draper Funeral Home;608 Sixth street;between the hours of 2 and 5 and 7 and 10 p.m. Funeral services will be held from the Union Baptist Church Tuesday;Aug.16;at 11 a.m. Rev.Philip Green will officiate. Howard Popp;50-year-old Monessen patroman;died in Mercy Hospital;Pittsburgh;at 8:45 a.m.on Monday;July 18;1955. Death was caused by a heart ailment. Mr.Popp;who joined the Police department on April 1;1931;became ill last fall. He returned to work after a sick leave;but was stricken again this month and was taken to Mercy Hospital last Wednesday. The deceased;who was born on April 23;1905;in Arnold City;made his home at 1104 Rostraver street;Monessen. He was president of the Monessen Police Pension Fund and former president of Local No.87;Fraternal Order of Police. He attended the First Baptist Church of Monessen. He was the oldest officer in point of service in the Monessen Police Department and had been the desk sergeant at Monessen for a number of years. He was also a former member of the Monessen Volunteer Fire Department. Survivors include his mother;Mrs.Lydia Brown Popp of Belle Vernon RD1;his wife;Mrs.Frances Winstone Popp and daughter Kay Frances at home;a son;Arthur L.Popp of Monessen;four sisters;Mrs.Nick Salvino of Monessen;Mrs.Anna Elder and Mrs.Clyde Green of Belle Vernon RD;Mrs.Joseph Hornack of McKeesport;three brothers;John Jr.and Walter of Belle Vernon Rd and Raymond Popp of Ignace;Mich.;and two grandchildren. Friends will be received at the Edwin Melenyzer Funeral Home;262 Donner avenue;Monessen;from 1 to 5 and 7 to 10 p.m.until Thursday when services will be held at 2 p.m. Rev.Lloyd S.Erio;pastor of the First Baptist Church of Monessen will officiate. Interment will follow in the Belle Vernon Cemetery. Edwin Melenyzer is the funeral director in charge.
