Isabelle L. Harper,76,of Charleroi,died Sunday,Feb. 21,1993, in Mon Valley Hospital,Carroll Township,after taking a fall. Mrs. Harper was born May 21,1916,in Loveland,W.Va.,a daughter of the late Albert T. Morgan and Margaret Walker Brounce. She was a 1935 graduate of Centerville High School and had attended the University of Pittsburgh's School of Social Services.Mrs. Harper was a member of the First Christian Church of Monessen,Rostraver Emergency Medical Service (REMS),Dames of Pythias in Canonsburg and the Charleroi Goodwill Club. She was a retired counselor for the mentally handicapped at Transitional Services of Pittsburgh and was a retired dispatcher for REMS. Survivors include two sons,Charles Billion and his wife Pat of Charleroi,and Edward Billion of Los Angeles,Calif.;two daughters,Rosalie and her husband Regis of Charleroi,and Isabel Marek and her husband Kirk of Kaleen,Texas;and a dear friend,Louis Ricciuti of Vestaburg;11 grandchildren;18 great-grandchildren,four step-grandchildren and two step-great-grandchildren. In addition to her parents,she was preceded in death by her first husband,Edward J. Billion;her second husband,Donald Harper;two brothers,Albert and William Morgan;and one granddaughter,Jenny Pezzelle. Friends will be received Monday from 7 to 9 p.m. and Tuesday from 2 to 4 and 7 to 9 p.m. in the Schrock-Hogan Funeral Home,226 Fallowfield Ave.,Charleroi. Services will be held Wednesday at 11 a.m. in the funeral home with the Rev. Conrad G. Auel Jr.,Monessen,officiating. Burial will be in Belle Vernon Cemetery. The Schrock-Hogan Funeral Home Inc. is handling arrangements.
