Irene (Toots) Ragan;83;of Belle Vernon R.D.1;died Sunday;Nov.24;1996;at home.  Born Nov.14;1913;in Blairsville;she was the daughter of the late Jacob and Elizabeth Davis Holby.  She was Protestant by faith.  In addition to her parents;she was preceded in death by her husband;William R.Ragan;on March 22;1963;and a stepdaughter;Mildred Marsh in 1983.  Surviving are one daughter;Mrs.Raymond (Mary Lou) Evans of Belle Vernon R.D.1;with whom she made her home;one stepson;William Ragan of Oregon;three stepdaughters;Betty Frew of Blairsville;Caroline Shaffer of Latrobe and Geraldine Annetti of Blacklick;one sister;Louise Vaira of North Versailles;three grandchildren;seven great-grandchildren;and 14 step-grandchildren.  Friends will be received Tuesday from 2 to 4 and 7 to 9 p.m.in the James C.Stump Funeral Home Inc.;Sweeney Plan;Rostraver Township;where services will be held Wednesday at 11 a.m.  Interment will follow in Belle Vernon Cemetery.  Arrangements are being handled by the James C.Stump Funeral Home Inc.
