He was formerly employed by the City of Monessen in the street department for 25 years. Survivors include one sister;Grace Link of Monessen;one daughter;Frances Brewer;and five grandchildren;Harry;Gary;and Terry of Rochester;N.Y.;and Autumn and Michael of Gaithersburg;Md. In addition to his parents;he was preceded in death by one brother;Milton Payne;and one son;Clarence Payne Jr. Friends will be received Monday from 2 to 4 and 6 to 9 p.m. in the Beverly C.Draper Funeral Home Inc.;608 Sixth St.;Monessen;where funeral services will be held Tuesday at 11 a.m. with the Rev.Recardo Hall officiating.
